That sounds great. You don't need that much perlite though. 25% is perfect. 50% will work, but is overkill. Also, if you have those lights 2" away, those plants should be growing just fine because they put out plenty of light for one small plant. Water them when the soil isn't damp/moist when you stick your finger down about an inch, in that small pot. In a big pot, you would go down about 2 inches or so.
Also, try another bag of soil while you're doing the transplant. I'm guessing the problem is either your soil or underwatering. The light is fine. You could be growing with $10 shop lights with the wrong light spectrum, and have good sized plants my now. Is your temp between 70* and 80* ? 75* is about ideal, so keep it as close to that as you can, and no lower than 60* at night.

temps around 75, so a total of 150 watts is ok for 2 plants?

I apologize to the dude about the hydro. I just never heard of anyone going though all the trouble to run an aerator in the water before watering their plants, unless it was a competition. Yeah, any extra oxygen to the roots will always help, but that's not necessary for these plants. They have a much bigger problem.

The temp is perfect. Those lights put out about 3500 lumens(I think) which is the minimum acceptable requirement for these plants. More would definitely better, but your problem is something else, and we haven't figured it ot yet.
Your best bet is to buy some different soil,(a new bag)(from a different store, if possible) add the perlite, and go from there.
Better yet, get some Fox Farms soil from a hydro shop. I've read that it's some good stuff, and plan to switch next week.
(the MG will still work fine)

I was using a 65w cfls at first, but I switched to 23 watts cfls they are much better, because with more small lights its easy to make sure that light is hitting your babies from all angles(use y splitters to get more outlets cheap) you can get a 4 pack of 23 watt (6500k) lights for $12 from Lowes. My 65w cost me $16 bucks each. Also when you flower use a mixed spectrum of lights reds(2700k)and blues(6500k). I know alot of CFL growers that say they dont like the results from reds alone. I also think that you should use at least 4 bulbs per plant or 6 per 2 plants. I have mine set like this.... 2Lights 1plant 2lights 1plant 2 lights or (L.mj.L.mj.L) also you can look at this Guys CFL grow I got alot of info from him https://www.rollitup.org/cfl-growing/257569-scwascwas-new-cfl-grow.html. Make sure your ph is around 6.5 because plants eat faster that way.

i wouldent add any nutes at firs when you transplant add 1/4 strength nuts at 3rd watering

i start adding nutes when the plant establishes about 4-5 sets of veg foliage, follow directions exactly for mixing(diluting) the solution with water, i never fert and water the same day usually wait 3 days after water to give fert than back to water

veg nuts haha umm fox farms makes something i forget what its called, i myself have to get nutes for veg aswell

i use 15-30-15 "plant prod" fert for flowering and an all purpose "shultz" fert for veg

5 weeks, wow. It's on a slow track it would seem. As far as vegging nutes, FF Grow Big works very good IMO. My plant is 2 weeks behind yours so I would say you should be fine to use around the same strength as I am (if not more powerful). But currently I use about 1/2 teaspoon FF Grow big & 7drops of Schultz All purpose plant food in a gallon of water every other watering. As you see signs of improvements of course up the dosage. Cheers
