hahaha dam. so this is what i got planned i change the pots, add a 50/50 perlite soil mix, add more light, add a small fan, water every 3 days, and keep light from hittin the roots. i should be good after that right?
That sounds great. You don't need that much perlite though. 25% is perfect. 50% will work, but is overkill. Also, if you have those lights 2" away, those plants should be growing just fine because they put out plenty of light for one small plant. Water them when the soil isn't damp/moist when you stick your finger down about an inch, in that small pot. In a big pot, you would go down about 2 inches or so.
Also, try another bag of soil while you're doing the transplant. I'm guessing the problem is either your soil or underwatering. The light is fine. You could be growing with $10 shop lights with the wrong light spectrum, and have good sized plants my now. Is your temp between 70* and 80* ? 75* is about ideal, so keep it as close to that as you can, and no lower than 60* at night.

(as long as your humidity isn't extremely screwed up) (they'll grow fine in anything between 30% and 70%, but 50% is optimum)
I apologize to the dude about the hydro. I just never heard of anyone going though all the trouble to run an aerator in the water before watering their plants, unless it was a competition. Yeah, any extra oxygen to the roots will always help, but that's not necessary for these plants. They have a much bigger problem.
temps around 75, so a total of 150 watts is ok for 2 plants?
The temp is perfect. Those lights put out about 3500 lumens(I think) which is the minimum acceptable requirement for these plants. More would definitely better, but your problem is something else, and we haven't figured it ot yet.
Your best bet is to buy some different soil, add the perlite, and go from there.
i wouldent add any nutes at firs when you transplant add 1/4 strength nuts at 3rd watering
i start adding nutes when the plant establishes about 4-5 sets of veg foliage, follow directions exactly for mixing(diluting) the solution with water, i never fert and water the same day usually wait 3 days after water to give fert than back to water
wat wld be a good fert to use when its time?
i use 15-30-15 "plant prod" fert for flowering and an all purpose "shultz" fert for veg
