What is the best way to slow veg growth without harming the future plant's structure?

I want these 4 ladies to wait another 3 weeks in veg (214 watts quantum board) before I put them in my 4x4 flower chamber (645 watts) when it becomes available.

I worry that 3 weeks is too long, now that the training of 8 tops is done. My flower chamber is very short at 4 feet, so I cant let them stretch vertically or have a poor quality of growth at this stage.

I am concerned they will stretch and get too big (under my 215 watt QB) over the next long duration of 3 weeks.

Therefore, how can I continue to train these in order to slow their growth and keep them short, under control and optimize the tops/future canopy?

Twist the stems until they snap. It will slow vertical growth.

You mean super cropping? I've done this with two shoots of the main node that was kept, according to mainlining technique to enable for continue hortizontal growth. You recommend to keep it up on the 8 shoots of each plant?

Do you reckon it would be good to just keep cutting the 8 shoots so I've got 16 or even 32?

The main stem or stems. Too many times topping results in a lot of popcorn buds.
 
Idk but it costs nothing to suggest?
Maybe defoliating would be handy tool just now?
I'd expect the growth to be slowed/ near stopped until they re grow their leaves again.
I mean heavy defoliating?
