Will a 15 watt growing light grow my plant to full size

fo sho. you can stick a seed in houseplant soil that only gets the ambient light in your house, and i bet it COULD still get to full size, but thse things dont mean its worth the time. 15w will do absolutely nowhere near what you want it to, even going in with low expectations. my advice, if your looking to go cheap (as iam assuming you are since your asking about a 15w light) is get a couple hi-watt cfls (100w+, make sure they are not the 100w 'equivalents' but real 100w) and play with those. or even better, 200 bucks can get you a decent t5-HO fluoro setup that will work great for veg anytime, and will work for flower in the meantime until a hps is more feasible (just supplement with a few warm hi-watt cfl's for the red spectrum)

spend 60 buck and get a 150w hps, sun systems it cost like 2 bucks a month to run and you'll jump from 2g upto like 2oz.

all they do is put out more green spectrum lighting so it tricks you into thinking the plant looks good and healthy. here's the thing, plants dont absorb green spectrum light! its useless to them, it bounces off basically. thats why plants look green in our eyes.
