I'm not sure why it really matters where he lives. That had nothing to do with the initial question. It's weird how everyone wants to know where everyone else lives. Some people just enjoy privacy! Knowing our IP can be seen is enough sharing for myself! I would say if you're growing personal smoke, etc, CFL or some T5's could be great for you! Yeah the HPS would be better, go with that during power-on, and T5's maybe when power-off. I'm sorry if I over looked it..Does your power go off around the same time each day?

Plenty of countries have limited power generation, and have power only at set hours.
Even in the US - power providers sometimes are required to have rolling black-outs during peak usage periods.
