If the bill is enacted it still goes to referendum. That gives an incumbent political cover against attacks - "I personally don't think marijuana should be legal, but i wanted to let my constituents decide for themselves".
Whether this bill passes or not, it's coming. My understanding is the referendum that will be on the ballot in 2016 is worse for the medical community than this bill. This might be a situation where we are better off with the devil we know than the devil we don't,
