i would say its def PH. it looks like some of your leaves are starting to claw a little, but there are no signs of any nute burn. high ph is locking nutes out or causing defficencies. if you want to check your ph on the cheap just get a ph test kit from walmart for 6 bucks and that will give you a general idea of where your ph is at

It also could be a fungal disease. The link below is to a list of cannabis diseases that include a disease that causes yellow or brown spots on leaves. I'd like to mention to you that I have had these on various plants before and it didn't really do anything that I noticed but it can decrease yield if that's what it is. I too use the tap water where I live, and it has a ph of 6.5. I let mine sit out at least 24 hours also, and haven't had a problem with it. I do also flush after a month of growth and then again at the end.

ph meters vary in prices alot. if your serious about your grow dont buy an aquarium set its much harder to read the results than if you got a digital ph and ppm meter. the problem is a quality ph ready can cost over 100 dollars.
