HAARP is used to study the ionosphere.
It's potential as a weapon lies in its ability to charge up a section of the ionosphere and disable enemy air vehicles using high frequency RF.
But it doesn't put out enough energy to do anything more than localized effects on the atmosphere.

Personally I don't think any good or bad will come of it. The moon HAS been hit by all kinds of shit in the past, and the "have you ever been hit by a grain of sand?" comment was exactly accurate. Nothing will be tossed of balanced, it would take a MUCH greater force of some kind to even remotely effect the moon's rotation, or do any of those other "what if" questions. However in the same token... so what if there's water on the moon? We gonna send up astronauts up there to collect the ice, melt it, and provide more water for us folk on earth? I don't think so :-P

The only likely issue is to not upset "whatever" is already there. The astronauts that visited the moon mentioned it/them even at the time, and of course you can hear or read where some have said as much over the years since their return. Of course there is water there and they will again not tell us the most important and intriguing aspects of what they find.

Actually their has been multiple successful missions detonating atomic bombs in space. And they're not really "blowing up" the moon, all they want to do is crack the surface so we can find water. This could be a huge leap for mankind. No worries really...
