Seriously this is ridiculous. The government said April 2013 they would make the announcement. They can't even make the announcement on time, I dont understand how the April 2014 deadline isnt going to be pushed down. I wouldnt mind that.

R.Raider: If you have different facilities (buildings) where different activities are being conducted, you have to detail the locations and floor plans, security measures etc. for each one. You will be covered by 1 license, if it is 1 business in multiple areas

Maximum, I agree. They might not stick to an April 2014 cessation of MMAR if the MMPR is not promulgated. I am going to guess (mostly out of my ass) that they will allow one year whenever they release them, so in the full MMPR regs the delay will be specified as 12 months. It's simpler for them to do just revise dates, than to go contradict their stated intention to provide a 1 year transition period. If the regs come out tomorrow, maybe they'll give us only 360 days :)

I just hope they come through on their promise of "spring"-ish. The window to build diminishes quickly when September rolls around in Alberta.

health canada has already had its closed door meeting with commercial production growers. Simple harsh reality... im betting if you werent in one of those closed door meetings, You do not have a chance whatsoever of getting a license. Just my personal opinion on whats happening/going to be happening.

gluck tho, the whole system they are designing, is specifically designed to keep people like Us out of this business.

We don't live in a country where the government unilaterally decides who will operate in a private industry, like an oligarchy would.

Either the government itself provides a service to the public, or private industry does. If it is private industry is to do it, then yes...there ARE ways that smaller players and individuals can be restricted.

For example: high licensing fees, high security bonds, difficult safety regulations, limited numbers of licenses issued per year or in total.
Think of taxi cab licenses, liquor licenses, food cart permits...gov't restricts the number of people and their required qualifications all the time.

What DON'T governments do, unless you are wearing a tin foil hat and willing to bend over backwards to theorize a secret conspiracy?
They don't engage in secret meetings, with special stakeholders and friends, and agree to give them an unfair advantage for no good reason.
If the government wants to give a contract or advantage out of patronage, or unfairly to a friend, they still have to justify it under some legal means: like the licensing or regulation examples above.

The litigation and scandals that they would face if they announced an open, free new enterprise and economic sector, and then came down like Stalin to unilaterally appoint only their special friends to be allowed in this new business... that is so far from likely, it is science fiction and paranoia to imagine it.

I'm not saying we will all be able to get a permit, they may restrict numbers of licenses or present other obstacles...but it will be in a process that at least gives adequate and legal process to justify it. In other words, if you don't qualify, it will be for a reason that is openly known and equal in its treatment of every applicant. It may even be first-come-first-served, which is very fair in that every applicant could possibly be first.

Health Canada and other involved agencies are behind on releasing the application for the Commercial Medical Marijuana production licenses. This of course will lead to one of two things either A shortage of medicine for patients if they keep to their current proposed time line or a delay in the implementation of the new system. There are numerous types of activities that you may perform or carry out under a R&D license. You must state all proposed activities when applying for the R&D license. The security criteria for storage and production facilities are different and both of course must be met and continually complied with. The security measures set forth for storage depend on where you(The storage facilities) are located, what substances will be stored and the value of the stored material. All the details above can be found by feeding through the MMAR website. If you are interested in more info I will be happy to post what I have found.

Great find man. So we know summer is when to expect it or it will be delayed past summer. I doubt anything before summer. I never even got a reply back when I emailed them. Goodjob man!!!

I wonder have any of you guys attempted this part yet?

Does anyone even know of someone that has a license for testing growing conditions on site? I would love to know what thats all about. Rules and plant counts etc.....

Thx but I didn't have to find it...Thats the usual reply I get every time I ask for information.

Thank you for taking the time to comment on the proposed Marihuana for Medical Purposes Regulations, however, the public consultation period is now closed. Health Canada will no longer be accepting comments.

The proposed changes will not be finalized until the proposed regulations come into force, which is expected to be in 2013. The new system of licensed producers is expected to be fully implemented by April 1, 2014.

I am currently working with a team looking to modify a large commercial greenhouse (previously a hydroponic tomato farm) into a MMPR production facility. We made some calls to HC in regards to the delay in finalizing the regulation, and to our surprise, yesterday we heard an automated greeting saying "You have reached the line for Marihuana for Medical Purposes Regulations", one of the three options is for those interested in commercial applications. After a quick chat, they seem to still be tight lipped however said that "the regulations will be rolled out at the end of the month". Like you, we will be crossing our fingers, waiting eagerly...
