Is this ok for a 1 month old OUTDOOR?

It looks okay. Still a few weeks out to determine sex. It looks like indica/ sativa.

I didn't write this but it might be true lol, One day you will notice that your plants appear to be doing more than just growing vertically and producing leaves. You take a closer look and there appears to be new leaf growth at most of the node regions between the stem and the branches. Your plant is now developed enough to receive more light energy and covert this energy into more side branch growth. These new growths produce more leaves, branches, and eventually flowers. This type of new growth at the stem's node regions is called lateral branching or secondary branching. This is really where the extra node regions begin to take shape.

After a few more weeks of this secondary growth your plant is looking more bushy and certainly has more node regions. It is during this time that your plant has reached sexual maturity and is ready to show sex. How long this takes depends on the strain you are growing but after the seedling stage has finished you are looking at a time period of 4 to 8 weeks vegetative growth. With Sativa strains this can take much longer.

looks just a little small for one month, but that's because of the time of year. try starting one the first of April and watch the difference. GL

Hes simply stating that in different hemispheres there are different seasons happening. Currently in the US it is winter time, where as in South America it is summer time. Stating that the month such as April is a good time to grow is pertaining to the US, when spring time begins, other countries spring time will be in different months. Feel me?

Hemispheres are split from the equator, there's a north and a south. When the north is receiving the most light it is summer, when it is receiving the least, it is winter. Vice versa.
 
UPDATE:

So plant is now 1 and a half months old, grown quite a bit but just tonight I noticed the leafs are getting eaten by small insects, should I move it indoors? They are black tiny insects.

Sounds like spider mites. :(
Depending where you are neem oil seems to be what the guys up north use to kill them.
