Some suggestions I found to stop the troll.It's obvious he's using a proxy server.Due to the sensitive nature of this site, I realize proxies are a needed security measure.But they can be banned individually.You can also:
Turn on the Visual Confirmation box (check the Doc threads to make sure your skin supports it).
Make the account activation an admin tool. As admin you would have to activate their account.
