Ok, lets go this route.
What are you feeding and whats the given NPK value of it?
How often?
How much?
Add anything else and what is it?
What is your water source?

This will tell me lots.....

Here's what I see from the pics

Roots are getting to hot = bury the bags/pots in the ground - that will keep them cool enough.
Along with that is going water retention/effective use by the plant problems......Mulch the soil surface to help retain water.
I suspect to much P = nutrient ratio is off/to much high P feed.....NOT N def!

I will be more sure of the P problem after you answer my questions.

For first 45 days of plants lives they were in Jiffy brand seed starter with Epsoma organic fertiler mixed through it at about a quarter of the recommended amount. In those 45 days i fertilized them maybe 3 times using miracle grow liquid fert at less than half strength. Also...on 3 diffferent occassions i put some of the epsoma fert on top of the mix to water in ( less than half of recommended amount). First 30 days no ferts added to mix ( original mix had a bit of epsoma blended in) and last 30 days ive fertilized about every week with one of the weeks getting a quarter dose of miracle grow and a quarter dose of epsoma days after. The first full feeding of the mg fert was about a week ago. I water using tap water from the sink. My watering has been ok. Sometimes irregular..i feel like i havent been watering deep enough on some plants maybe too much on others. I agree that roots may be to hot as well

Bags dry fast some days multiple times. The moisture in mix is rarely optimal

The mg fert is 24-8-16. The epsoma i think was like 10-5-5 or something close

I could see that.. No cost solution = bury them to about an cpl inch's from the top.

The Epsoma would have been Ok....little sprinkle now and then maybe......Then you added MG.....Scotts formulates MG to be bad for cannabis on purpose! Really, they do! They even admitted it, when they bought out Gen Hydro....
Anyway, MG is way out of ratio for Cannabis....stop it's use.....water with plain water for 7 - 8 days and sprinkle 1tsp on pots and 1 1/2 tsp on bags.....oh every 2 weeks....till finish....increase by 1/2tsp if the plants show a need to..

YES
and
YES (for the bags - get the root mass under ground, or as much as you can - they'll grow down to the cool zone - quick too!)
