I hear your arguments about genetics and it's nothing that I am qualified to refute. I've read nothing that supports it either.

Intelligence and aggression and any other human quality you want to discuss exists in all humans in different ranges.

Genetically we've found nothing to suggest that any of these are heritable.

What youre doing is trying to find a way to explain what the world tells us, or rather what we see in the world.

We've found nothing to this point to suggest that these qualities are race based. In fact we've found that genetically there is no such thing as race. If we were dogs we would all be the same breed.

But considering the about that we don't know I couldn't say that we will not find evidence of what you suggest later. But to suggest it now is simply argue from ignorance.

I typically don't describe neighborhoods based on the race of people who may live there. I'm more likely to describe a neighborhood by it's geographical location. "Up on the hill." "Over by the mall." "Next to the movie theater."
