Best place to buy ballast kits wholesale for production??

Hey fella's, i have a question. I would like to get into the business of building ballast and hoods. And selling grow light systems. I have some capitol to invest. But im having trouble finding a good source to buy the products needed to start building. Anyone know of a good wholesaler who sells ballast kits? Maybe a good website?? You can't compete with China. That is where many of the ballasts are being manufactured. Hoods, maybe... ballasts, no... you can't buy the parts for less than they will ship a complete unit with warranty.
