those things have some sort of coating on it and when the surface of this coating is exposed to flourescent light, a photo catalytic action occurs. The reaction emits electrons - negatively charged particles and simultaneously, postively charged holes form in their place on the glass surface.

so i dont know maybe that coating might deminish some lights that your plant requires.

I'm using it and I can't say my seedlings "smell" I also have a carbon filter and a sealed room though...

nope they wouldnt. but i would definitely like to hear from anyone out there that may have used them on an op of 2 or more plants. I, like the OP, would probably only add one or two as supplementary light to what iam already using. i have plenty of light, just wondering if these would actually help with the smell and/or negatively effect the plants (i know some things like Ona gel and stuff have been reported to effect mj's taste etc when put in the same room duing its growing cycles). iam already going to be hanging 3-4 hiwatt cfl's to compensate for some penetration issues i will likely be having, if these work it would be a great combo.
