You could start anytime, but do start understrength on the nutes. During the vegetation stage your nutes will most likely be a little high on nitrogen. This being the case, watch your plant for shades of green. Darker means the plant has plenty of nitrogen, pale means the plant is needing a fix.

Fox Farm Grow Big is a good fertilizer to use during the vegetation cycle. Fox Farm Big Bloom and Tiger Bloom are good fertilizers to use during the flowering cycle. Sugar water is not a good H2O supplement anytime.
