hey what is a good cheap ph up and ph down?

if all i could do was use the 5800 would that work?
the smaller 2 are 14 watts.
also, can i put it outside during the day and inside under fluro at night?

hey man im using 3 cfls. one is a 75watt that uses like 18. 5800 i think.

the other 2 are smaller and are red looking compared to that one.
they are super close and i water it almost daily.
