Yellow spot inside MH wtf.

So i just ordered a 1k watt digital ballast with pebbled open wing reflector and it came with 2 bulbs 1 hps 1 mh and when i take out the bulbs to check em over the MH one looks like this
i didnt even turn it on yet and theres a HUGE yellow grease mark on the inside of the bulb.
After 3 minutes of being on it had turned black and was making some really odd noises.
They should replace if it was stated as brand new correct?

ya, whoever packed that bulb was either blind or said FU and shipped it out anyway.
