Thank you so much. Just wasn't so sure if I coulda used these just read around and saw I need 2700k and 6500k bulbs
Sure they will work. For two plants you need about 30 of them. Hope you have plenty of room to stuff 30 lights around them.
If you go with 23 watts you only need about 20 of them stuffed around your plants.
Or you could go with just ONE 400watt HID and all your light problems are solved.

I grow under 14 23w CFLs, 3-4 plants. I go 75%-25% on the color spectrum, more 6500 in veg, more 2700 in flower. Plenty of light for veg. I could get better yield in flower with more light or non CFL, but still yield okay for personal use which is all I need.
You will also want to get them under some sort of hood so you don't lose light. Keep CFLs as close to the plants as possible.

your question gives only two options 13w and 26w cfl, so if spending on hid is not an option then- it depends on what are u willing to yield and how long you want to veg and flower. but vegging for 4 weeks and flowering 8, you could get 2-3oz per both plants with 250-300w of 26w version cfls. i do not advise going lover than this, also note that you need to plan how u will be putting those bulbs around the plants since you will have to keep them 1-3 inches away from the plant. its tough with cfls, but it can be done. dont pay that much attemtion to the color, 2700k-3000k can get plants through veg, i'd mix 3:1 ratio 3x2700k with 1x6500k

and also would it help if I cover the grow space with aluminum foil??? or just keep it how it is (its a flat white)

NO ALUMINUM FOIL! unless you wanted toasted weed plants hehe. go to home depot/lowe's if youre in the US and buy a big ass bulb... let me find the brand name... and use that plugged into a mechanics' light hood

we have six lights total. four smaller CLFs and two of the big CFLs (the one i showed you). let me take a picture of our setup hehe. we are only using five right now.
yes you can use them for veg and flowering, everyone has different preferences on the amount of light - whether it's lumens, wattage, whatever... a few ppl gave you a good amount of lumens/plant info. we haven't started flowering yet but will beginning next weekend.
just keep an eye on threads that strike your fancy here and pick up the good info and you will learn a lot! also pick up a good weed growing book. one by Jorge Cervantes or some other one my bf likes, Marijuana Growers' Guide by Mel Frank

Avoid outdated weed growing books. With states legalizing and decriminalizing all over, more has been learned about MJ and growing MJ over the past 5 years than in the previous 500 years.
Get a book on general botany you will learn a lot more than something written by Cervantes 20 years ago.

i would say they're fine for now but you're gonna want something a bit heavier on the lumens/wattage/whatever for veg in a few weeks (prob around the 3-4 week mark) and definitely more lighting for flowering.
what you SHOULD do is take it a week at a time and learn as you go... you won't be able to absorb as much info as you think if you're not applying anything to your plant

400W HPS lamp is a good investment no matter how you split it. Fluorescent is fine for vegging, but once you start flowering, you're going to want to get serious. Fluoros just don't produce the buds same as HPS watt per watt and that's what you're growing, buds.
400W may be overkill for those plants in veg, so like i said, just use the fluoros for veg.
Imo, 400W is the best HPS lamp. 2 of them are even better. I haven't tried a 600W yet, but I'd imagine it's the same as 400, but you put it slightly farther away. 400W are just as scalable.
