wont flower ???

i have been doing some research and cant figure out why a plant wont flower even when the pant next to it has been flowering for about 2-3 weeks now ?? same light nutes everything .. just wont flower ... can someone explain how that can happen .. :wall:

same kind of plant? maybe its got stronger genetics, seeds or clones? maybe the one flowering gets more shade at the end of the day or early morning /?
 
all northern light but the one dont look like the rest of them its like double the bushyness and different leaves lol im gonna get a couple pics up to show .. i think i found a new strain lol idk .. but yea the one that just started to show its a female isnt flowering yet but the other one right next to it is like 3 weeks in .. ill get pics up .. im not to worried about it .. o and the hairs that are starting to show are pink ???

I read a breeding article and some guy was explaining all the differences in plants. probably has to do with genetics as different genetics come from different areas of the world so various amounts of light are needed for different strains to flower. 12/12 is a generic number cause everything flowers at 12/12. he even went on to say that different plants thrive at different light angles depending on what latitude their genetics are from.
