Sure it would work but only if you know what your doing. That set up is basically a homemade DWC system with multiple plant sites. Growing with hydroponics is a skill and something that takes a while to nail down but with patience and willingness to learn from your mistakes you could easily get this system to work for you. I'm not saying you couldn't pull some smoke off your first run but it probably wont be the best quality but after a few runs you should get the hang of it. However you will need much more airation than what the video shows.

as far as I know, 2ft standard tubes (what you linked to) are 17-20 watts each, so the entire fixture would create 34-40 watts. This is about 2000 lumens total for 2 20w t-8s. You might be able to veg a few plants like that, but when you try to flower you won't have nearly enough light -- not even close. You would be way better off with some cfl's, just the little ones that screw into a standard light socket. The 27 watt ones produce about 1800 lumens each, and cost about 2.50 each. Those old t-8 fluorescents are total crap for growing. Just being honest, sorry but you'll need a lot more light to grow anything more than a few leaves.
