Will these buds ever thicken up

These plants can take 14 - 18 weeks. Iam growing a mazar like that its at all most 10 weeks now the buds are very fluffy and take for ever ill give them 4 more weeks. They will never be hard buds but they can be a very good buzz if you wait long enough.
