Will 400 watts HPS yield 12 pot Ebb and Grow

I am sold on this ebb and grow and already purchased it so its a done deal. Now I am only curious on seasoned opinion if the 400 watt HPS light I want will yield this set up nicely. I have VERY MINIMAL vertical space so opted for 400 watts instead of a 600. So my plants will be fairly short and close together can I get some feed back ? From floor to roof I have 5 foot of height. My light is glass coverd and can be cooled.:?:
