Why so slow?

I've had two mini plants in flower for aboot two weeks now.

Mg soil.
No nutes.
400w hid.
Good air flow.
Not my first mini.

They've had some N toxicity. Flushed when I noticed. Weeks ago in veg.
One plant recovered great but.... male. Gets de axe. First two pics.
The other though has been terribly slow growing from day one, even drinks really slow. I thought maybe too much root bound, but it never plagued me before and the plant is only four maybe five inches?
Thought maybe root rot but it's still alive after weeks?
Too much nutes perhaps?
Still vegging in 12/12?
12/12 an no stretch no sex and still seems to be growing, slowly.
Any ideas as to what's bothering her?

Oh an they vegged one week under 300w of cfls an one week under 400w mh.

I was watering every second or third day.
When I noticed she wasn't drinking I stopped it took a week to dry out and the pot to get light again.
It's been three days since last water. Still moist.
I was worried bout stag water, but figured plant would tell me something more? I am guessing though.

Have you considered repotting in fresh unwatered soil.
That should speed up the process of drying from a week to 20 minutes.

I definitely could. An maybe I will.
Drying out the soil isn't my problem though.
Slow plant growth is.
That an shes been in flower for two weeks now and she still seems to be vegging, very slowly.
Due to soil not drying out?

Both plants were started at the same time.
