Even if the plant was re-vegging (which it clearly isn't), the single bladed
leaves (not leaf) would be at the top with the new growth. Normal top growth, with funky twisted single bladed growth below, would signify that the plant had grown out of the re-vegging stage and back into normal vegetative growth. This conversation is pointless anyway because it has nothing to do with what's wrong with the op's plant.
And don't even get me started on your advice regarding "getting rid of all the messed up fan leaves". What, they serve no purpose and need to be removed because you don't think they're pretty?
