Why is one of my plants taking so long to throw out pistils?

It's an auto and week 7 from seed and still hasn't produced any pistills could stress have slowed down it's growth or would you still expect pistils at this stage

There under 2x true 180 watt cfl and a true 100 watt led
 
It looks like it has burnt pistils at some nodes? It's a little hard to tell. She's got some clawing going on, not sure what the issues are, but some nutrient deficiencies or toxicities can slow flower down, or make the buds smaller.

I had been spraying with neem oil which I now l
Know is bad during flower . Others have suggested it's been pollenated . I've only started feeding nitrogen week 6. Been feeding pk since week 4

It can also get about 28/29 °c in there
 
What do you mean you've been feeding nitrogen since week 6 and P/K since week 4? What exactly have you been feeding them?

Neem can mess up the new growth if used too often or in too high a concentration.

My soil is preloaded with nitrogen but deficient in potassium and phosphorus. So I've only started feedin nitrogen from week 6 but I've been feeding phosphorus and potassium since week 4. Bad soil I think

Will they recover and produce new pistils or are those bud sites messed up
