Why are the new top leafs growing in yellow/green?

Sorry my webcam is too shitty to pickup the subtle color differences but my problem is that the last three sets of leafs have grown in much lighter in color than the rest of the plant. It is not "yellow" color like with nute burn (there are no nutes at all) but a lime green color. There are hints of lush green color around the edges and tips of these new leafs, but mostly lighter color. The bottom of the plant is mostly lush green, with hints of this lime green color in their centers, just the oposite of the top leafs. Also the top leafs have a red dot in the center where all the blades come together. Its about a month old, under CFLs, temps are too high which may be the problem. They hang around 88-93 with the lights on. Or maybe its time to start feeding it? Any ideas?
 
if its in veg, then yes u can start low doses of nutes....try adding co2 to ur room...those temps are kinda high and co2 may help.

If you havn't fed them yet I'd bet it's a nitrogen deficiency in the early stage, I had the same exact problem but after a good dose of nutes everything looks happy and healthy, hope that helps. My room stays below 85 degrees and no lower than 75 degrees, so I know it's not the heat.
 
I gave it 1/4 strength tonight. Ill see how that goes. It is 1/2 Majestic Earth Seedling soil (moss, vermiculite, gypsum) and 1/2 perlite.
