Not sure of any 100% legal places aside from the U.S. with medical permission (and not even on a federal level), but there are several who really don't care and tend to look the other way. Jamaica, Nepal, and Morocco to name a few.

Theres a UN treaty that makes pot illegal world wide, another way our government has usurped not only our rights but the soverign right of other nations to legislate laws for themselves.
