When to transplant peat pellet in soil and water?

What time is best to put a peat pellet in soil,, When the roots are all around the pellet? or just when the plant is a few inches tall? I have read that you should wet the soil till the water come out the bottom of the pot then put teh seed in, but when transplanting a small new plant should I wet the soil or just a 1/2 cup around the peat pellet after it is transplanted. I hope I do not have to wait untill the peat pellet in full of roots because I want to get it in a pot.

After it goes in the pot how much should I water it?
 
as soon as you see a root poking thru, also there is no need to remove the netting, the roots will go thru them. Water real well after transplant, don't water again until the soil is dry, how often will depend on pot size. My 2 clones are each in 1.5 gallon pots, when they were young I watered once every fourth or fifth day, if the pot feels heavy leave it. It is easy to correct underwatering, harder to correct overwatering which can lead to root rot.

Great thanks, I just added alittle water around the pellet I will water more and let it drip out the bottom..

I have a fan and it just has a high and low setting should the fan be direct on the small plants they are moving back and forth with the fan I dont want to hurt them, what do you think I should do. Move the fan away, It is now 1-2 feet away on low setting.
 
It sounds like your fan is fine the seedlings should move with the breeze, you'll be suprised how thick the stems get from the constant breeze.

When I water after the soil starts to dry in a day or two how much water do I add, enough so that the water comes out the bottom again or just a half or a cup?
