when to move seedlings

I have 5 plants growing ranging from 1 1/2 - 2 weeks old under a 2ft T5 fixture in mini tent and they seem to be doing well

I have my other tent set up with a 400w CMH HID and a 450w (190 actual) LED. I am wondering when I should plan to move them under the bigger lights? Should I start them under the HID light or the led first before turning both on?

I planned to transfer them into bigger pots soon but that would require putting them in the bigger tent and I didn't want to do that too soon and shock them with the more intense light. I know the T5s are efficient for now but I don't want to waste time if they could be growing faster under the big boy lights. I am sure I will need to leave the lights high above them as well

Some people say to let them get a little root bound before transferring. But I use rooter cubes, so it's a couple of weeks in the humidity dome, 3/4 weeks in solo cups or one gallon nursery pots, but at least they have a good root system first.
