when to flower?

hey guys i have 6 plants growing outdoors. the biggest is about 9 inches tall. i was just wandering when yal think is best time to flower them. i know i still have plenty of time left but what signs should i look for ( to get maximum yield) so i can bring them inside and put them under 12/12 lighting.. and is flourescent lights OK to flower with?

I'd just keep them outside, normally people go from vegging inside to flowering outside because the plant requires less light during veg growth, and a lot more during flowering and nothing beats the sun.

fo sho, but the light cycle where i live (atl) wont get anywhere close to 12/12 lighting until around september or so... a long ways away. i guess i could always force flower them by putting a cover on top.... when would anyone recommend force flowering, if this path is chosen, to get maximum yield?
