When to flower after FIM cuts???

OK i have read that you should wait 2 weeks before flowering after doing a FIM cut. Now it has been a week since I done my FIM cuts on my first grow. They have grown 4-6 new branches but the new tops are very small still. the flan leaves are starting to drop. If i switch them to 12/12 now would the new tops branch out during the 2 week flower growth, or do i need to wait till the new tops each form a branch before flowering? Any info would help, 2 weeks just d ont cut it for me cause some plants recover faster than others

I start seedlings from seed in the budding room under a 1kw hps, 12/12. I put the seed in a small piece of soaked rockwool and place it appropriately in the F&D table. When I FIM for a snip from the new seedling(s) to clone I'll leave three to five nodes depending and the snips will go under 24L/0d, etc.

I do seedlings that never know anything but 12/12.
