when to bud

hello i am a first time grower and i am growing indoors under a 400 watt mh .... my plants are about 1 1/2 feet tall and with small branches they are about 3-4 inches long .... my question is when shoul i make it bud ??.... i been told that they double in size ... is this true? i seen some guys here that have very small plants and make them bud.....so is ther a specific reason why? besides having enouf room ....... i whant to know if the bigger they are the less potent the buds will be or what?/ please help .

you can start the flowering cycle(12/12) when ever you want. and yes they will get bigger as they flower. and no plant size does not effect potency
