When should I add 1/4 Micro/Grow to this Bubbleponics Monster?

I'm a first-time indoor grower, and I know I typed a lot, but I guarantee it is some quality typing, and I just need some help from someone who has been there before!!! :weed:

I have attached an image of the three different strains I currently have a-brewing in my ghetto grow setup. The plants in net-pots are about a week old, the one on the very back is a White Dwarf, and the one up front and center with a large first leave set is my Lemon Skunk. The seedling I decided to also add in is currently sitting in a plastic container with Perlite on the bottom so that any roots coming through will have room, humidity, and oxygen. I plan on moving it into it's net pot later on today or tomorrow.

I have been keeping them under the 600w MH Lumatek (Dual MH/HPS) setup during the past two days, often spraying them with pH balanced water just to make sure they stay nice and moist. Then at night, I turn off the HID lamp and activate two 2 foot florescent fixtures, one CFL bulb as seen in the picture that always stays on, and then an additional Fluoro light that is in-cased in a black fixture and used over a large aquarium.

I just wanted to know if now would be a good time to move my Power Kush seedling into the net pots, the temp stays between 78-82, and the water to the system is pH balanced with no nutrients. All of the plants are developing at different rates due to different genetics, and the Lemon Skunk has one long root already coming out of the bottom of the net pot into the water. Is it safe to add a 1/4 or a little less than 1/4 of my Micro/Grow nutes, and then two days later add a little more and a finally the rest of the measured out packet(s)? Also, how can I be sure that my irrigation system is pumping enough water up into all of the pots? It's kind of confusing when I lift the pots I see some dripping, but it stops until I put them back into place. I figured it was either because it was at a steep incline, or the bubbles from the air stone are causing the water to form on the net pots. What is a good way to tell that your irrigation pump is working full force?

Thanks for the help. I have a high powered server fan blowing air into the room, and the closet is lined with Mylar and stays open a lot so that it can have better circulation for such a hot light. Let me know if this lighting regimen I have been doing with HID during day and Fluro during night should be pretty good, as I don't have any money to invest at this point. I have included a home-made CO2 setup using active dry yeast and sugar water and some tubing.

Constructive criticism is welcomed. I have a bathroom vent and some ducting that I plan on installing in the ceiling for better air flow than I already have, but I am far from a handy man so it may be some time until I can implement that. Here are some close ups on the White Dwarf (with Styrofoam around base) and the big-leafed Lemon Skunk. They are about a week old. Also, there was another White Dwarf that is coming up, and its still alive under the Green Cup you see, but it does not appear to have a normal top to it. I decided to keep it inside the cup for a while to build up the humidity in hopes that this versatile herb can help fix any early growth issues on its own, and grow up to be a delightful mind alter-er!
