What to do about different age plants?

Have 3 plants that are 38days old. (from first sprout) they are about 20" tall and getting bushy. I also have some stragglers that are about 21 days old and only about 10 inches tall.

I was going to wait another 2 weeks before I start flowering but that would put the plants at different sizes in the same room.

Any ideas?

I have three light in my flower room, for purpetual growing, and they have staggered hights, thus the different lights..

A: You put the big ones in and continue vegging the others until they are the size you want to flower them at and then throw them in.

B: You put all of them in and put the small ones on top of boxes or something to bring them up to the height of the big ones.

It's hard to say for sure without seeing them, but 20" and bushy sounds like growing them any bigger might be too much.
