Might be more than heat stress. You are using cfls, that are 6-9 inches away. Thats pretty far away for CFL's. So it might be something else.......

my exact thoughts, how do you heat stress with CFL's 6 to 9 inches away....how many watts are those bulbs.
I've been keeping my week old babies within 2 or 3 inches from a 23w CFL...and don't see any signs of heat stress

I can't see the photo clear enough to see if that's actually a twist or curl.
I know that it might sound stupid but I actually get twists in my leaves all the time; some of them actually even rip. I do not know if this is normal or not, but it does not affect my plants.
I keep my fourfoot T fives about 6 to 9 inches above them depending on how big the tallest plant is. The tallest plant might be 1 to 2 inches away from the bulbs but only the red ones burn them.
I don't know what it is on yours or if it's the same as mine, but like these guys said it doesn't look that serious.

there are not currently any fans in there because I keep the temperature in the lower percentile already. Should I add a fan anyway?

yes, fans circulate the air which helps stabilize the temps

yes, even if the temps are stable, you want the air moving.
good circulation for the plants breath.
