His posse said he 'ran out of time due to scheduling' a week ago, couldn't sign it. Not enough time for a 3 second signature.

I guess he's too busy calling judges to try to rig the appeal after getting his EO travel ban bitch slapped.

Disapproval rating 53% and rising today.

Sign the EO, start the investigation!

I just timed him on his signing the EO on Obamacare.
12.40 seconds, from the moment it was placed in front of him to his last stroke.

If he has to do it in 3 seconds, then it won't be possible. Also consider the yakkity-yak with the press, too.
