when...when it needs it(show signs/ph meter readings)
what....some just use miracle grow, while other use nutrients with high levels of nitrogen and or phosphorus and or potassium..giving the grower 100% control over the over all health of the plant.
Fox farms is what I use, when needed.

For Veg you can get so much goodies to get them going, like Amino Aid that stuff rocks, when a plant is lagging behind give her amino aid. If there not gettin green give them Extreme Serene, over all veg give them Botanical veg or Pure gro veg. 1/2 strength per gal, first few weeks.
