What does 10 %, 20% , and 30% thc look like in flower?

what does it look like? Lol hemp with no thc is covered in trichomes. %thc is just a % of what's there. like your hash that is pure cannabinoids/terpenes etc might be 50% thc or 80, most strains will yield in the mid 20's that's of total resin. but you could have an extremely potent thc wise sativa that just isn't that frosty..
besides there are many factors affecting the high.
Major point here, as I just harvested my Poisonberry which is covered in trich's but isn't a make you stupid high like my Plushberry which isn't covered. Both great smokes though.

THC % in a plant is measured by how many % of the total cannabinoids in the plant = THC . This means a plant with very little trichomes can still have 25% thc while not being that potent since its doesnt have a good trichome production. my gues is that a 20% thc with good trichome production will be stronger. find a strong strain, then find a good phenotype :) .

Also THC is not everything. it depends on what kind of high you want. Do some studying and then some growing + selection and you shall find your special one :) .
