Usually higher temps and genetics.. usually sativa Dom strains tend to foxtail more so than indica's do..

IMO no its not really a problem.
It can spoil the esthetics of the buds ie the bag appeal of it.

My biggest plant last harvest fox tailed. I thought it was really pretty. It was a sativa and it climbed much higher to the lights than the other girls. So it was a little warmer than the plants usually get.
Not sure if it was genetics, the heat, or both. I didn't see it as a problem. The bud produced, smokes great, and pretty to look at.

I hear that, I get a little touch of foxtailing from time to time.
If it's minimal it looks kinda pretty to me.

This is the second time I.ve grown Green Love Potion and it has foxtailed both time. Don't think it's heat

generally weigh less, because they are less dense and have more stem
