Thank you for the kindness, but my entomology is spotty.
Closest I found is “cushiony cotton scale”, several dozen species of scale insect that produce waxy extrusions.
I would try spinosad. If that fails, my nuclear option would be permethrin.

It's just one plant so I would suggest:
Cotton swab dipped in rubbing alcohol / hydrogen peroxide.
Follow that with a swab of water so you don't hurt your plants but you fry those things ASAP.
For prevention, the next day you can use a mild insecticidal soap. Follow it with another spraying 5 days later.
Should be gone after that
