weird leaf growth

what does it mean when your leaves stick straight out together and dont spread out. light is 24in hkg135 about halfway turned up. temps are 78f small fan blowing up from the top.

in the begining i had it all the way up and it was full and it was causing a lot of stress so i dropped the power. light is about 22in

humidity is 50. i had her set at 1.1ec it climbed up to 1.3 so i cut it with tap and. brought it back to 1.0 which is holding for 3 days

Looks like a clone taken while in flower. I get it all the time when I pull clones past the veg state.
