Vpd, toxicity or deficiency?? please help

not sure why the leaves are curling, definatley not heat stress but could be one of these issues. please help

Cupping leaf margins are usually associated with heat stress...

25 to 28c lights are 16" away

and its only a 250 hps with heatspread.

Any help on this from a vet grower would be appreciated
