Very first regular leaves are droopy while the next set is nice and perky

Just straight water? And how close do you have that LED? And what's your temp and humidity?

The light was way too close, I raised it 8 Imches, took a nap came back and it was a lot better
Good deal. They're sensitive when they're young, it's better the keep the light higher than lower. If they stretch a little it's no big deal, just bury the stem up to an inch or 2 below the bottom leafs. As they get bigger and stronger you can start dropping the light a little closer.

Yep, when real young, light can't be too intense (like maybe 2 t5s at first), don't over water, no nutes till about third or fourth set of leaves, get a ph test kit and adjust your water to ~5.8, be gradual adding nutes and light. Adjust and watch- read the plant. LST. Chop. Cure. Ingest. Repeat.

Depending on the medium. 5.8 is low for soil, great for soilless/hydro. If you do 5.8 in soil you'll lock out Ca and P like crazy. In soil, especially organics, if you have good water and good dirt you don't even fuck with the pH.
