would vegging outside grow faster than vegging under a 400w hps?...do not want to go spend money for a mh conversion bulb or cfl's...the reason is I can easily veg these outdoor unnoticable from my neighbors, but the flowering would be kind of obvious.. If i were to take these inside under 12/12 would they go into shock and possibly hermie?

I would be more worried about infestation than anything else. The only issue about bringing them inside, is the flowering light may burn the leaves the first couple of days, no matter how far from the light they are. You will have pests, leaving them outside, and especially fungus gnats will follow them inside.
As for your hps, vegging using them is fine, just expect a taller and lankier plant than the mh. It also depends on what time of year it is, and how long the days are there, it may go into flower unexpectedly.
