Unknown pest causing hell in garden. PLEASE HELP URGENT

Look into broad mites, the symptoms you describe seem to match. These things are insidious because of how tiny they are and subtle the real damage they are causing is.
 
Can't tell from the bud but looking at the leaf it does look like mite damage. Once they populate, mites will suck the chlorophyll out of the leaf. The result is yellow leaf stipling where they feed, dots. Get a 5X loupe and look for them.

That's some major leaf margin rolling too.
 
Get some neem oil mix as directed and add about 1/4 teaspoon of dish liquid per gallon, to keep the oil from running off the leaves, asap and spray the bottoms, tops, and every crevice of your plants, and surrounding area, until they are completely drenched. I'd do this a couple hours before the lights come on so it has time to soak in and dry and not burn your leaves. It also looks like your plants are heat stressed quite a bit too with all of the margin roll going on.
