Uh OH, soil OK?

so a while ago i mixed my soil for my grow... i thought i would be starting s lot sooner than i was able to, anyway ive had my soil in a can, with a towel and a box over it trying to keep out insects.. When i opened it up today it looked like there were cobwebs all over the top of it? i saw one very small insect which i killed, but i know that where there is one there are more..so any ideas what the "cobweb" substance was? should i just discard this soil and start over.. kind of a bummer i dont really have the money to just be throwing stuff away so if i can save it that would be great.
the soil is, 3 parts organic potting mix, 1 part worm casrings, 1 part perlite, 1 cup fish emulsion, and 1 cup bone meal

A little trick I was told not long ago is to freeze your soil for about 4 days to kill any bugs and what not....

hmm. i wish i had a bigger freezer. i dont know if my girlfriend will be cool with my dirt in the freezer.. Thanks though!
