Transplanting and wilted/ drooping plant

Hey guys I have 2 questions for you maestros out there.
I'm wondering if it's ok to transplant a plant after you feed them or should a wait a little? Also 1 of my plants are drooping kind bad there green but wilted, they are in 16 oz beer cups maybe there rootbound?? They been vegging for about 6 weeks.
Ps : I know over or under watering cause droopiness but I water every 1-2 days since they are in small soiless cups.

Please help
