too late to hermie?

I have a plant that has almost reached 3 weeks in to 12/12. CFL, just a little LST, soil.

I want to hermie this plant. is it too late?

If not what would be the best way to do it at this stage? Silver or Stress?

Please keep in mind that this is my first grow and I am pretty noobish, so the easier this can be made the better.
