Probably overwatering for how little roots it has
I always start and keep young plants in smaller containers till they outgrow them

When they're a seedling you should be watering like 3-5 ml... you are WAY overdoing it.

I vote overwatering. For reference these broke ground on feb 9th.
we need full details.
lights, light height, medium your using, are you feeding? if your medium charged with nutrients?, what are you currently giving it? etc..
here are just my assumptions that could be the reasons.
1. over watering. try not to over water it
2. medium your using might be high/no charge. if there is no charge i'd start feeding imo since it looks old enough to handle some feeding.
3. might need cal mag i run rain water so i don't use cal mag but idk what you run. even if i ran tap water i wouldn't need cal mag but need to let it breath for 24 hours to remove most of the chlorine.
4. your soil might be charged and you might be feeding as well which is an issue. if running coco i can't help you with that as i have no experience with coco.
5. PH is off balance. measure your PH both going in and via run off.

900w watt led at about 24 inches, growing in promix bx. No feedings..
PH might be an issue, i use a drop test kit and I find the shades of yellow tough to discern, I try to stay under 7 and over 5.5 Just plain water from our tap that's on a well.
I most defenetly probly over watered, but can that alone cause this much stunted growth ?

Yes, overwatering can stunt plants a great deal. Killing off roots and such. Promix bx is buffered fairly well at least for the most part so ph shouldn’t be a thing. You should have fed that plant some if that that medium your using promix is a good choice but only for so long. However those leaves curling down is a sure sign of overwatering.
the strips will work okay and i dont think PH needs to be exact you know as long as it isn't crazy. when you can invest in a PH pen. other then that i think you should feed a little as well as not water so often/so much. and yes what hooha said about over water is correct. trust me i've killed many plants simply by over watering. i've damaged/killed 5-6 plants in total so far.
treat them like you would treat your own kids imo. you want to baby them but you cannot baby them forever you need to let them go and do their own things and just over see the smaller stuff.
