Though on my clone... area? (pics)

So I wanted to keep the cost down.. I have shelled out 500 (on two rooms) so far.. Seeds and all.. Well I was trying to think outside of the box, and decided to make my old fish tank stand into a clone space.. IDK if this is alright to do or not.. So I need advice.. Little more info, she is about 2 weeks, CH9 Aroma strain...(freebie from attitude)

The light (40watt cfl) is currently about 6 inches from the top of the plant. And she is roughly a foot tall

Also, I am buying a pack of White Widow x Big Bud.. I want to start them in my closet untill they get to a good height.. to go into flower room.. I have two questions

1: Will one Flourescent light fixture (the long tube ones) be enough light? (4 plants)

2: Does any one know how to connect a fixture like that to an outlet?

Also, any hints on my current "veg room"
